The Monitoring & Evaluation Wing of PECTAA is at the heart of the Authority’s promise to deliver quality. Our role is not just to check boxes or produce reports—it is to make sure that every process reflects fairness, accuracy, and care. By placing quality assurance at the center of our work, we help build trust in the education system and confidence among teachers, students, and stakeholders.
Through simple, standardized tools and stronger data practices, we have created a monitoring ecosystem that makes performance visible and improvement possible. Transparency and accountability are no longer abstract ideals; they are daily practices that guide how PECTAA operates. In doing so, we strengthen the Authority’s credibility and ensure that educational governance across Punjab is driven by evidence, integrity, and a shared commitment to excellence.
Oversight and Initiatives
In 2025, the Wing laid the foundation for a unified monitoring system by initiating efforts and using expertise on the development of an M&E framework. Gap analyses were conducted at headquarters and district centres, using interviews and digital tools to identify strengths and weaknesses. The Wing also initiated ISO 9001:2015 certification, linking quality assurance milestones with the planning of establishing the Monitoring & Evaluation Management System (MEMS) and Quality Assurance Management System (QAMS) under the umbrella of M&E Wing of PECTAA.
Programs on STEAM, Climate Change Education, Life Skills Based Education Training, and Higher‑Order Thinking Skills Training were monitored both at headquarters and in districts leading to evaluate effectively. District centres were brought under monthly and activity‑based oversight, while headquarters meetings ensured continuous alignment. Initiated customization of dashboards, moving towards a digital centre for real‑time monitoring to ensure quality of education.
The Wing also aims to expand its scope to curriculum and assessment oversight, reviewing textbooks and the SMART syllabus, and monitoring Grade 5 school‑based assessments and Grade 8 examinations. Third‑party validation of training programs, including English language initiatives for teachers and students by PEF, was initiated to ensure quality and impact.
M&E Framework Development
In partnership with the World Bank, the Wing is developing a comprehensive Monitoring & Evaluation framework covering four major areas; Training, Curriculum, Assessment and Governance. This framework strengthens reporting cycles, compliance mechanisms, and institutional alignment, laying the foundation for evidence‑based governance.
Gap Analysis at HQ and District Centres
Systematic gap analyses are being conducted through interviews and digital tools across headquarters and multiple districts. These exercises identify strengths and weaknesses, enabling targeted improvements and risk mitigation strategies.
ISO 9001:2015 Certification Process
The Wing began the certification journey to align PECTAA’s monitoring practices with international quality standards. This milestone links directly to the rollout of the Quality Assurance Management System (QAMS) and standardized KPIs.
District Monitoring Strengthened
Monthly and activity‑based monitoring of district centres is being institutionalized, ensuring consistent oversight and accountability across Punjab. Both physical and online monitoring methods are deployed for greater coverage.
Dashboard Customization
The M&E Wing initiated customization of the COT dashboard. This step moves towards a Digital Centre, enabling real‑time monitoring and data‑driven decision‑making.
Curriculum & Assessment Oversight
The Wing expanded its role to curriculum and assessment quality assurance. Reviews of textbooks and the SMART syllabus are current regular feature of M&E Wing alongside monitoring of Grade 5 School‑Based Assessments and Grade 8 examinations.
Third Party Validation of Equational Programs
The M&E Wing of PECTAA is fully equipped to conduct independent third‑party validations of education programs across Punjab. TPV is a regular feature of our monitoring cycle, providing objective assessments of training quality, implementation, and impact. Through inception, midline, and endline reporting, the Wing ensures that programs are evaluated with rigor and transparency, reinforcing confidence in outcomes and strengthening the Authority’s commitment to quality assurance.
Institutional Reporting System
The Monitoring & Evaluation Wing has institutionalized structured reporting cycles as a hallmark of its oversight function. Monthly progress reports, quarterly performance reviews, and annual performance reports are now embedded into the Authority’s routine operations. This systematic reporting framework has become a permanent feature of the Wing, reinforcing transparency and strengthening governance across PECTAA.
Achivements
The year 2025 marked a transformative phase. Structured monitoring systems, enhanced data quality mechanisms, and district‑level oversight were introduced. Monthly progress reports, quarterly performance reviews, and annual reports became routine, strengthening institutional reporting and compliance.
These efforts positioned PECTAA to meet international standards, with ISO certification milestones and standardized KPIs under development. The Wing’s collaboration with partners and its emphasis on inclusivity ensured that monitoring practices empowered staff rather than burdened them.
Looking ahead into 2026, the Wing is implementing its annual activity calendar. This includes the establishment of a unified Monitoring & Evaluation Block, continued gap analyses, and the rollout of digital dashboards. The Wing will publish its Annual Performance Report in June 2026, alongside province‑wide KPI reviews and risk mitigation reports. Capacity building for monitoring staff will continue on a quarterly cycle, while district centres remain under monthly oversight.
The upcoming initiatives—particularly the M&E Framework Development ,Digital Centre, ISO certification, PEF Trainings TPV and standardized KPIs—will further strengthen PECTAA’s capacity to deliver high‑quality, evidence‑based educational governance across Punjab.
