1. Provincial Assessment of Students’ Learning (PASL)

The Provincial Assessment of Students’ Learning (PASL) is a comprehensive diagnostic initiative undertaken by the Punjab Examination Commission (PEC) across the Punjab province. The successful execution of this large-scale assessment was made possible through the collaborative support of the School Education Department (SED) Punjab, the Programme Monitoring and Implementation Unit (PMIU), and the technical and financial assistance provided by UNICEF. Their collective contribution played a pivotal role in the design, planning, and implementation of the study.

The primary objective of PASL was to generate actionable insights to inform policy decisions, suggest improvements to the curriculum and textbooks, address challenges in teacher training, enhance assessment practices, and identify school-level reforms necessary for fostering a supportive learning environment. The assessment focused on:

  • Evaluating student and teacher achievement levels, particularly in relation to higher-order thinking skills in Mathematics, Science, and English;
  • Identifying key content areas within these subjects that require targeted attention;
  • Investigating the influence of home, school, and classroom factors on student learning outcomes.

Through this multi-dimensional approach, PASL aims to guide evidence-based reforms and strengthen the overall quality of education in Punjab.

2. Sample Based Large-Scale Assessment (LSA)

Large-Scale Assessment (LSA) is a systematic process of evaluating student learning across a wide population—often at regional, provincial, or national levels. It is designed to provide comprehensive data on the performance of education systems, monitor learning outcomes, and inform evidence-based policy decisions. Unlike classroom-based assessments, which focus on individual student progress, LSAs aim to assess overall trends in learning achievement, equity, and system effectiveness.

The primary objectives of LSAs are to:

  • Measure student proficiency in key subject areas, often focusing on foundational skills such as literacy, numeracy, and scientific reasoning;
  • Identify learning gaps and disparities among different demographic or geographic groups;
  • Provide insights into factors that influence student learning, including school resources, teacher practices, and socio-economic conditions;
  • Support curriculum development, teacher training, and resource allocation through reliable and actionable data.

LSAs play a critical role in enhancing the quality of education by enabling stakeholders—including policymakers, educators, and development partners—to evaluate the strengths and weaknesses of the education system and implement targeted interventions. In the context of global education goals and national reform agendas, LSAs serve as a vital tool for driving accountability, improving equity, and ensuring that all students have the opportunity to acquire essential skills for lifelong learning.
